Haryana school board to put answer key on website in future

htet newsThe State Information Commission (SIC) of Haryana has directed the Haryana Board of School Education to make the "answer key" to questions available on its website in respect of the exams held by it.
Hearing an appeal filed under the Right to Information (RTI) Act from Anil Kumar who sought the answer key to questions of the Haryana Teacher Eligibility Test, the SIC held that providing the answer key would avoid unnecessary applications for information under the RTI Act.
Earlier, the Haryana Board had denied information on the plea that documents such as OMR sheet of answer book, answer key and question paper are intellectual property/trade secret of Board and are exempt under Section 8(1)(d) of the RTI Act, 2005.

HTET 2011 Result Was Less Than 20%, Women Overtook Men Candidates

The maximum pass percentage in the Haryana State Teachers Eligibility Test conducted by the state Board Of School Education the result of which was declared today, is 19.86. That too in one category only. The pass percentage of the two other categories is less than 16.
A spokesman for the board said here today that the result could be seen at the board's website: hbse.nic.in. The result was also available on bseh.gov.in, educationgateway.co.in, indiaresults.com and schools9.com. The result could also be obtained by dialing helpline number 01664-254000 between 7 am and 7 pm on December 3.
He said out of 1,66,393 candidates, who appeared in Category I (teachers for Class I to V), 33052 had been declared as successful. The pass percentage in this category was 19.86. Similarly, 1,57,624 candidates appeared in Category II (teachers for Classes VI to VIII), out of which 24,766 passed. The pass percentage in this category was 15.71. Out of a total of 88,626 candidates in Category III (Lecturer), 13, 299 cleared the Examination and the pass percentage in this category was 15.01.

About HTET 2013 Exam

Board of School Education, Haryana (HBSE) conducting the Haryana Teachers Eligibility Test 2012 every year (at least once a year) for recruiting the candidates for various Teachers Posts in Haryana State Primary and Secondary schools. 

Haryana Teachers Eligibility Test popularly known as HTET (Previously STET). The Validity Period of HTET qualifying certificate for appointment will be five years from the date of passing HTET

A person to be eligible for appointment as a teacher or Lecturer in any of the schools recognized by the Department of School Education, Haryana and affiliated by the Board of School Education, Haryana has to qualify the “Haryana Teacher’s Eligibility Test”. Qualifying in the Teacher Eligibility Test is made mandatory to ensure that persons recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at Elementary, Secondary and Senior Secondary levels.

Eligibility:
All individuals who posses minimum educational qualifications, etc. as delineated here under are eligible to take the Test (HTET). This will be for three categories:- 
  1. who intents to be a teacher for classes I to V and fulfills the minimum qualification.
  2. who intents to be a teacher for classes VI to VIII and fulfills the minimum qualification.
  3. who intents to be a lecturer for classes IX to XII and fulfills the minimum
Qualification:
However, a person who intents to be a teacher for levels (i) and (ii) mentioned here above (i.e. teacher for classes I to V and VI to VIII) and fulfils minimum qualifications for both categories will have to apply for both separately on separate application forms and appear in both the papers meant for these categories. Similarly, if a person also intents to be a lecturer, he/she will have to apply on separate application form also and appear in the paper meant for this category.

हरियाणा अध्यापक पात्रता परीक्षा (एचटेट) में फेल या वंचित रहने वाले प्रदेश के लाखों उम्मीदवारों को जल्द इस परीक्षा में दोबारा बैठने का मौका मिलेगा। साल में एक बार होने वाला यह टेस्ट इस बार पूर्व निर्धारित कार्यक्रम से पहले कराने की तैयारी चल रही है। शिक्षकों की कमी के कारण जल्द ही प्रदेश में शिक्षकों की भर्ती की प्रक्रिया शुरू होने वाली है। इस प्रक्रिया में अधिक से अधिक उम्मीदवार शामिल हों इसके लिए एक बार फिर से सरकार एचटेट कराने की तैयारी में जुटी है। इसके लिए शिक्षा बोर्ड के अधिकारियों को हिदायत जारी कर दी गई है। इस संबंध में दो दिन बाद स्थिति स्पष्ट हो जाएगी और नई समय सारिणी बनाई जाएगी।


इससे पूर्व शिक्षा बोर्ड प्रशासन एचटेट जून व जुलाई में कराने की तैयारी कर रहा था। अब यह परीक्षा मई के अंतिम सप्ताह या जून माह के प्रथम सप्ताह में कराई जा सकती है। यहां बता दें कि बगैर एचटेट सर्टिफिकेट के बिना कोई भी उम्मीदवार शिक्षक भर्ती में आवेदन नहीं कर सकता। नवंबर 2011 में संपन्न हुए एचटेट में प्रदेश के करीब पांच लाख उम्मीदवारों ने आवेदन किया था। करीब साढ़े चार लाख उम्मीदवार इस परीक्षा में बैठे थे। इनमें से करीब साढ़े तीन लाख उम्मीदवार फेल हो गए थे। शिक्षा बोर्ड प्रशासन सरकार के निर्देश पर जल्द एचटेट के आयोजन की तैयारी में जुटा है।

HTET2012 The Haryana Teacher Eligibility Test (HTET) is set to be made mandatory for aspirants to be able to teach in private and government school. For Paper I of the test, candidates will be tested on five subjects — child development and pedagogy, language I (medium of instruction) and language II (chosen from a list other than language I), mathematics and environmental studies. Each section will have 30 questions of one mark each.

Paper II will have three compulsory sections on child development and pedagogy, language I and II. For mathematics and science teachers, there will be 60 MCQs of one mark each. For social studies teachers, there will be 60 MCQs of one mark each.

The Haryana Government will conduct the Teachers Eligibility Test in July, state Education Minister said today. A notification regarding the schedule of the test will be issued soon, Education and Social Welfare Minister Geeta Bhukkal told reporters in Jhajjar. The test is mandatory for the appointment of teachers in government and government-aided schools in the state

Important notes for affixing Thumb Impression and Photograph:
  1. The thumb impression to be affixed by the candidate must be clear in all details. The thumb impressions should be properly inked and should not be overlapping / doubly affixed.
  2. Candidates should also affix their respective clear thumb impression at the exam centre at the place specified which should be properly inked i.e. they should not be either over inked or dried in nature.
  3. The scanned photograph and signature as printed on the admit card will also be printed on the certificate.

Instruction Regarding Test Booklet:
  • Every Test Booklet has a serial number mentioned on the front page which the candidate must carefully write at the appropriate place on the Answer Sheet.
  • The candidate must put his/her signature on the front page of the Test Booklet at the appropriate place.
  • In case the candidate finds any defect in the Test Booklet, he/she should request the invigilator to change the same before writing any particulars.
  • Answer Sheet must be returned to the invigilator before leaving the examination hall.

  • The candidate must read the instructions given on the Answer Sheet carefully.
  • Use only Black/Blue ball point pen strictly as per directions mentioned on the Answer Sheet.
  • In case the candidate finds any defect in the answer sheet, he/she should request the invigilator to change the same.
  • Do not fold the Answer Sheet or make any stray marks or do any rough work on it.
  • The candidate should fill in his/her Roll No. and Test Booklet No. printed on the front page of the Test Booklet in the proper blocks as mentioned on the Answer Sheet.
  • The candidate must put his/her signature at the appropriate place on the Answer Sheet with Black/Blue ball pen.
  • Calculator/Mobile Phones will not be allowed inside the Examination Centre.
  • Answers to the questions are to be given by darkening the relevant oval (circle) completely with black/blue ball point pen.

Award of HTET Certificate

Those candidates who are declared qualified shall be awarded a certificate by the Board of School Education Haryana, Bhiwani. Separate Certificate shall be awarded to such candidate who appear and qualify for more than one category. However, the statement of marks of all the candidates appearing in HTET shall be made available on the website of the Board.

Important Note:
  1. It is made clear that if a candidate has been allowed to appear in the Haryana Teachers Eligibility Test (HTET), it does not imply that the candidate’s eligibility has been verified. Appearing in the test and qualifying the same does not vest any right with the candidate for appointment, the eligibility shall be, finally, verified by the appointing authorities.
  2. Also note that appearing and passing of HTET will not automatically make qualified persons eligible for recruitment.

Important Point to Remember:
  • The candidates should apply on the application forms prescribed for their own category otherwise the application will not be entertained. Incomplete application forms will be summarily rejected and no correspondence, whatsoever, will be entertained in this regard.
  • Do not resort to guessing or cheating/copying.
  • Admit cards having Roll No., scanned photograph of the candidate and the name of examination centre will be sent by post.
  • The examination centre will not be changed under any circumstances. If any candidate unlawfully appears from a centre other than the one allotted, his/her candidature will be rejected out rightly and result will be quashed without making correspondence with him/her in this regard whatsoever.
  • Fee once remitted shall not be refunded under any circumstances.
  • Candidature may be cancelled if more than one application is received for the same category.
  • In case any candidate is found to have furnished false information with regard to qualification, category, home district, etc. or is found to have withheld/concealed information in his/her application form, his/her candidature for admission will be cancelled and legal proceedings will be initiated against him/her.

HTET Important For Blind Candidates

The following shall be the criteria for blind candidates:
  1. Blind Candidates should approach the Secretary, Board of School Education Haryana, alongwith necessary documents at least one week before the commencement of examination, so that writers/amanuensis could be arranged for them. Such blind candidate shall also be required to bring with him/her a panel of writers containing two persons duly recommended by the Head of Institution/School alongwith two latest passport size photographs of the writer. A student studying in Sr. Sec. classes in a school recognized and affiliated will be considered eligible to work as writer for blind candidates.
  2. Alternative questions shall be provided in lieu of questions having visual inputs for the blind candidates.
  3. An extra time of 20 minutes shall be allowed in one hour answering and fraction thereof.

HTET Admit Card

The Board will send the admit card by post at the correspondence addresses given by the candidates in their application forms.
  • The exact place and name of the centre for the test shall be communicated along with admit card.
  • No candidate will be permitted to appear from the centre other than the one allotted to him/her. No request for change of centre will be entertained under any circumstances. If any candidate unlawfully appears from a centre other than the one allotted, his/her candidature will be rejected out rightly and result will be quashed without making any correspondence with him/her in this regard whatsoever.
  • Such eligible candidates who do not receive their valid admit card having his/her photograph printed on it three days before the examination, would be able to download their admit card from the Website of the Board i.e. hbse.nic.in. Such candidates may also contact personally the Board’s office at Bhiwani for this purpose during usual office hours i.e. 9.00 a.m. to 5.00 p.m. He/She would be required to bring adequate proof of having deposited his/her application form by the prescribed last date. He/she should also bring two copies of his/her latest passport size photograph and photocopy of the application form deposited by him/her.
  • The Board of School Education Haryana, Bhiwani will not be responsible for any postal delay/loss of admit card during transit. However, it will be the responsibility of the candidate to contact the office of the Board, if he/she does not receive his/her admit card along with adequate proof of having deposited his/her application form and two copies of recent passport size photograph, as pasted in the application from.
  • No candidate will be admitted to the Examination centre unless he/she produces the valid Admit Card having his/her photograph printed on it. In case a candidate does not receive the Roll No. and does not appear in person at the Board H.Q. on the appointed dates up to one day before the examination, his/her request for issue of Roll No. will not be considered and he/she will not be permitted to appear in the examination without valid admit card.

HTET Application Form | HTET Application Procedure

Prospectus-cum-Application Form will be available in the office of the Board of School Education Haryana at Bhiwani as well as at District Coordination Centres of the Board situated at all District Headquarters (Address given at Annexure-II) and Book Sellers registered with the Board, on cash payment of Rs 600/- (Rupees Six Hundred Only) for General Category candidates (All Categories except S.C. and Differently abled (PH) Candidates) and of Rs. 300/- (Rupees Three Hundred) for Reserved Category (S.C. and Differently abled (PH) Candidates only). The candidates are advised to apply on the application form meant for their own category and submit the application form complete in all respects at the District Coordination Centre of their respective district headquarter

Complete application forms should be dropped into the relevant box kept at the Board HQs at Bhiwani and also at all District Coordination Centre.

Note:

1. Application forms received by post after the scheduled date and time will not be entertained under any circumstances.

2. If a candidate is eligible and wishes to apply for more than one category, he/she shall have to submit separate application form for each category.

3. Please ensure before submitting the application form that:
  • the candidate has signed the Form at specified place
  • the candidate has pasted the recent passport size photograph in the manner as shown in clause 15, in the space earmarked for it
  • the candidate has affixed his/her respective thumb impression in the manner as shown in clause 15, in the space earmarked for it
  • the candidate has written name and complete mailing address in CAPITAL letters including PIN CODE
  • the candidate has kept a photocopy of the application form for use as reference for future correspondence.

The Board of School Education Haryana reserves the right to create examination centre anywhere in the State of Haryana including Chandigarh.

Validity Period of HTET Certificate, HTET Frequency

Frequency of Conduct of HTET Examination:
The HTET for the above said categories shall be conducted at least once a year.

Validity period of HTET Certificate:
  1. The Validity Period of HTET qualifying certificate for appointment will be five years from the date of passing HTET.
  2. Validity of already qualified STET certificate of all the above said three categories will continue for a period of five years (from the date of passing on the pattern of present HTET), instead of unspecified period as per earlier notification dated 24th July 2009.
Number of available attempts to appear:
  1. There is no restriction on the number of attempts a person can take for acquiring HTET Certificate.
  2. Candidates who have already qualified STET will have the option to appear in the fresh HTET to improve their score, if they so desire as the weightage will be given to HTET score at the time of recruitment.
Note:
  1. Old STET Certificate of JBT Category will be valid for Classes I to V only.
  2. Old STET Certificate of Master Category will be valid for Classes VI to VIII only.
  3. Old Certificate of STET (Lecturer) shall be considered as valid for eligibility for Lecturer/PGT category.

HTET Cat- 3: Lecturers Qualifications, Structure and Content

Minimum Qualification:

Lecturer in (i) English, (ii) Hindi, (iii) Economics, (iv) Geography, (v) Sanskrit, (vi) Home Science, (vii) Physics, (viii) Commerce, (ix) Sociology, (x) Psychology, (xi) Physical Education (xii) Punjabi, (xiii) Urdu:-
  1. Post Graduate Degree in the concerned subject with at least 50% marks from a recognized university
  2. Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post Graduation with Hindi as one of the Subjects.
(xiv) Lecturer in History
  1. M.A. History or Ancient Indian History and Culture and Archaeology with atleast 50% marks from recognized university
  2. Matric with Hindi/Sanskrit or Sr. Secondary / Graduation / Post
  3. Graduation with Hindi as one of the Subjects.
(xv) Lecturer in Political Science
  1. M.A. Political Science or Public Administration with atleast 50% marks from a recognized university

HTET Cat- 2: Teachers For Classes VI to VIII Qualifications, Structure and Content

Minimum Qualification:
  1. B.A. / B.Sc. / B.Com. and 2 - year Diploma in Elementary Education (by whatever name known)
    OR
    B.A. / B.Sc. / B.Com. with at least 50% marks and 1 – year Bachelor in Education (B.Ed.)
    OR
    B.A. / B.Sc. / B.Com. with at least 45% marks and 1 – year Bachelor in Education (B.Ed.), in accordance with the NCTE (Recognition Norms and Procedure) Regulations issued from time to time in this regard
    OR
    Senior Secondary (or its equivalent) with at least 50% marks and 4 – year Bachelor in Elementary Education (B.El.Ed.)
    OR
    Senior Secondary (or its equivalent) with at least 50% marks and 4-year B.A.Ed. / B.Sc.Ed. or B.A.Ed. / B.Sc.Ed.
    OR

CATEGORY 1: Teachers for classes I to V

Minimum Qualification:
  1. Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Elementary Education (by whatever name known)
    OR
    Senior Secondary (or its equivalent) with at least 45% marks and 2-year Diploma in Elementary Education(by whatever name known), in accordance with NCTE (Recognition Norms and Procedure), Regulations 2002
    OR
    Senior Secondary (or its equivalent) with at least 50% marks and 4-year
    Bachelor of Elementary Education (B.El.Ed.)
    OR
    Senior Secondary (or its equivalent) with at least 50% marks and 2-year Diploma in Education (Special Education)
    OR
    B.A. / B.Sc. / B.Com and two year Diploma in Elementary Education (by whatever name known)
    OR

Qualifying Marks and Award of HTET Certificate

The candidates appearing in HTET will be issued Marks Statement. The candidates securing 60% and above marks will be issued HTET Certificate. School managnents (Government, local bodies, government aided and unaided).

CATEGORY 1: Teachers for classes I to V

The test items on Child Development and Pedagogy will focus on educational psychology of teaching and learning relevant to the age group of 6-11 years. They will focus on understanding the characteristics and needs of diverse learners, interaction with learners and the attributes and qualities of a good facilitator of learning.
  • The Test items for Language – I (Hindi) will focus on the proficiencies related to the medium of instruction.
  • The Language II (English) will focus on the elements of language, communication and comprehension abilities.
  • The test items in Mathematics and Environmental Studies will focus on the concepts, problem solving abilities and pedagogical understanding of the subjects. In all these subject areas, the test items shall be evenly distributed over different divisions of the syllabus of that subject prescribed for classes I-V by the Education Department, Govt. ofHaryana.
  • The questions in the tests for Paper I will be based on the topics of the prescribed syllabus for classes I-V, but their difficulty standard, as well as linkages, could be upto the secondary stage.
CATEGORY 2: Teachers for classes VI to VIII:
